SURVEILLANCE(S) OF NEGLECTED DISEASES: ANALYSIS OF HEALTH PLANS IN THE STATES OF THE SOUTHEAST REGION FROM BRAZIL
Introdução
It is a consensus in the literature that coping with diseases requires biomedical strategies and interdisciplinary and interinstitutional perspectives.
Objetivo (s)
The present study sought to understand how the state secretariats of the Southeast region of Brazil guide the planning of coping with the prevalent neglected diseases in their territories. As specific objectives: a) Survey the health plans (2020-2023) of the states belonging to the Southeast Region; b) Analyze the propositions destined to neglected diseases, from the priority group.
Material e Métodos
The methodology comprised: 1) consulting the websites of the state health departments, and searching on Google, using the combination of the following words: plan + state + health + (state); 2) Full reading of the plans; 3) content categorization, according to Bardin's guidelines (2011), to identify the core meanings present in the texts. The guiding question for analysis was: Is there integration of the different types of health surveillance, aiming at interdisciplinary health actions?
Resultados e Conclusão
The results indicate that neglected diseases are cited in a similar way to what already happens on the websites of the secretariats, without integration of health surveillance and institutions, leaving it up to the municipalities to establish their guidelines for local health. The State of Minas Gerais conducted planning discussions based on the concepts of inclusion and reduction of stigmas (leprosy), presenting education as a structuring axis of health actions, prioritizing the continuous and permanent training of health professionals and members of society in general . Emphasis on the state plan of São Paulo, which presented discursive categories that integrated epidemiological surveillance with environmental surveillance and the social determinants of health. The SUS principles were mentioned in the analyzed documents, but it was clear that when dealing with diseases, the quantitative perspective centralized the guidelines of the plans. It is hoped that these results will raise questions about the role of state public policies in guiding subjects to understand and cope with emerging and re-emerging diseases.
